Annual Manufacturer Fee Deadline March 1
Registration fees are determined by how many covered devices are sold to Wisconsin households and K-12 schools during the previous program year. The fee is: -$5,000 for manufacturers that sold 500 covered electronics; $1,250 for manufacturers that sold 250 to 499 covered electronics; and $0 for manufacturers that sold fewer than 250 covered electronics.

All manufacturers should review the Manufacturer's Guide to Wisconsin's Electronics Recycling Law to see if they must register: https://dnr.wi.gov/files/pdf/pubs/wa/wa1813.pdf. Manufacturers registering for the first time should contact DNRWAe-cycling@Wisconsin.gov to get started. The registration system calculates registration fees and produces an invoice. . Manufacturers offering covered products for sale to Wisconsin households or schools for the first time must register within 10 days of beginning to do so. Manufacturers that sold <25 devices during the previous program year should still complete the registration process.

If, for a program year, the weight of eligible electronic devices recycled by or on behalf of a manufacturer exceeds the target recycling weight, the manufacturer has a number of recycling credits equal to the number of excess pounds or 20 percent of the target recycling weight, whichever is less. Each manufacturer must recycle, or arrange for the recycling of, 80 percent of the weight of covered electronics they sold to Wisconsin households and covered schools during the program year two years prior. Manufacturers may work with a registered E-Cycle Wisconsin recyclers to meet their recycling targets. To meet its target, a manufacturer may recycle any eligible electronics of any brand, regardless of which brands or devices it makes. Manufacturers are not required to accept all electronics or all brands. If a manufacturer recycles more than its target weight in a given program year, it can carry over a percentage for use during one of the next three program years. It can also sell the credits to another manufacturer during one of the next three program years. Carryover credits are capped at 20 percent of a manufacturer's recycling target for the program year. If a manufacturer fails to reach its recycling target, it must pay a shortfall fee along with its registration fee for the next program year.

If a manufacturer fails to reach its recycling target, it must pay a shortfall fee along with its registration fee for the next program year. Shortfall fees will be based on a graduated scale determined by how far short of its recycling target the manufacturer is for the program year. • 50 cents per pound if total weight of EEDs recycled is less than 50 percent of its target. • 40 cents per pound if total weight of EEDs recycled is between 50 and 90 percent of its target. • 30 cents per pound if the total weight of EEDs recycled is between 90 and 100 percent of its target.

Recyclers should not register with E-Cycle Wisconsin if any of the following is true: -They do not plan to work with an electronics manufacturer to meet its recycling obligation, or work with other recyclers registered with E-Cycle Wisconsin to provide eligible pounds. -They only accept electronics from businesses, governments, organizations or others that are not households or schools. -They accept electronics exclusively for refurbishing or repair. -They only accept electronics from another recycler, and not directly from a collector or the public. Recycler registering for the first time should contact DNRWAe-cycling@Wisconsin.gov.

Retailer Requirements Retailers of covered devices may only sell brands registered with E-Cycle Wisconsin. Retailers must also provide customers information about electronics recycling and disposal bans wherever devices are sold. Retailers may choose to register as collectors or recyclers under E-Cycle Wisconsin.
