Until October 1, 2019, a manufacturer's registration shall be accompanied by an annual fee of $3,000.00. However, if the amount of money in the fund on December 31 of any year is greater than $600,000.00, the department shall not collect manufacturers' registration fees for the following state fiscal year. Registration forms can be found on the DEQ website and should be e-mailed to: EWasteRegistration@michigan.gov to begin the administrative review process while the payment is being processed. Or registration can be done via the EcycleRegistration website. Manufacturers document their sales for the program year, formally calculate their recycling obligation, document purchases of eligible recycled pounds of covered electronic devices and/or recycling credits, calculate fees owed for unmet obligation or "recycling credits" earned for exceeding obligation, and make payment.

Manufacturer Private Collection/Takeback/Recovery Program or Plan Deadline

Manufacturers who are selling new TVs and computers in Michigan must: -Register with the Department of Environmental Quality -Have an electronic recycling (takeback) program-free and convenient for households and small businesses (less than 10 employees) -Maintain a Web site and otherwise inform consumers how to recycle TVs and computers -Submit annual information about their takeback program (number of units collected, names of collection or recycling agencies involved)

Manufacturers must adopt and implement a recovery plan for consumers of their branded computer equipment. The program must allow consumers to recycle computer equipment that is labeled with the manufacturer’s brand for free once it has reached the end of its useful life. A recovery plan must include a public information campaign to make consumers aware of your collection and recovery efforts. This can include advertisements, a website and literature included with equipment. Describe the public information campaign you will be implementing or have implemented.

A person who violates this law may be ordered to pay a civil fine of not more than $500.00 for the first violation or not more than $2,500.00 for a second or subsequent violation. A person who knowingly violates this law or who knowingly submits false information to the department under this part is guilty of a misdemeanor punishable by a fine of not more than $5,000.00. Each day on which a violation described in this subsection occurs represents a separate violation.
